1. 1 Press Windows key + R, type "tsconfig.msc", and press Enter. This opens the Remote Desktop Session Host Configuration. This is where you can set shadowing policies.
2. 2 In the left pane, double-click 'Connections' and then right-click your RDP listener (usually 'RDP-Tcp') and select 'Properties'.
3. 3 Go to the 'Remote Control' tab. Here you can set the remote control level. Choose 'Full Control with the user's permission' or 'Full Control without the user's permission' depending on your needs. This allows shadowing.
4. 4 If you want to allow shadowing for all users, you can also set a Group Policy. Press Windows key + R, type "gpedit.msc", and press Enter. Navigate to Computer Configuration → Administrative Templates → Windows Components → Remote Desktop Services → Remote Desktop Session Host → Connections. Set 'Set rules for remote control of Remote Desktop user sessions' to 'Full Control with the user's permission' or as desired.
5. 5 Ensure the user account you are using has the 'Remote Control' permission. Open 'Remote Desktop Services Manager' (type "tsadmin.msc" in Run). Right-click the user session and select 'Remote Control'. If it's grayed out, you don't have permission.
6. 6 If you still get denied, check the local security policy. Press Windows key + R, type "secpol.msc", and press Enter. Navigate to Local Policies → User Rights Assignment. Ensure your account has the 'Remote Control' right. If not, add it.
